The Fonds de recherche du Québec – Nature et technologies (FRQNT) is responsible for managing the program. It was commissioned by the ministère de l'Éducation et de l'Enseignement supérieur du Québec (MEES) which provides funding. These scholarships are intended for foreign students and researchers from all research sectors, pre-selected by a Quebec university institution, who wishes to undertake or continue studies or research activities in Quebec.
The CHU Sainte-Justine Research Centre is considered an academic unit for this competition, and pre-selects the applicants that will then be submitted to the Faculty of Graduate and Postdoctoral Studies (FESP) at the University of Montréal.
